Getting 0.12v at ESP32 BOOT switch.

Hello!
I am using ESP32 DEVKIT and am not able to flash it now. I am getting this error

"esptool.py v2.1
Connecting........_____....._____....._____....._____....._____....._____....._____....._____....._____.....____An error occurred while uploading the sketch

A fatal error occurred: Failed to connect to ESP32: Timed out waiting for packet header"

After trying several flashing method I go through it's hardware circuitry and found that now am getting 0.12(Logically LOW) on my BOOT switch(IO0 pin or 25th pin) which should be ideally 3.3v and only goes to Zero when BOOT switch would pressed.
Please help me guys how to resolve this issue.
