ESP32-S3-WROOM-1 Peripheral Schematics connection

Hello. What is the purpose of circuit(enclose in color RED) if there is already a components(enclose in color BLUE) connected to EN?
- Should I select only one to connect in the EN? or
- Should I connect both in the EN?
