ESP32 AT firmware by factory default

Hi, can i have a question about the jtag with esp32 module.

#1 Are all esp32 modules having AT firmware inside by factory default? Is it possible we can get the unflashed modules?

#2 because of the initial AT firmware inside, which occupies the JTAG pins. JTAG won't work.
Only if the module enters Boot mode or is re-flashed any other firmware to release JTAG pins, JTAG can work.

So how can we workaround that issue. Please correct me if I am wrong.
