Using UTF8 for web pages and Bluetooth

Using an ESP32, we've developed a custom control that lets the user enter server information using BLE or web pages when the device is in AP mode. Many of these devices are sold in Europe so it is necessary for the device to recognize the character sets being used. Can the ESP32 device be setup to recognize UTF8 characters?
