What is the deal with the two active branches of ESP-IDF (v3.x and v4.x)?

Looking at the GitHub page ESP-IDF Release v3.3.4 is labelled as the 'Latest'. While if you check the active branches we have v3.3, v4.0, v4.1, v4.2 all listed as 'Active'.

What is the policy in regards to versioning - I have not been able to find anything on google that explains it which makes it extremely frustrating when having to decide what tools to install (when installing the original IDF tools and again when choosing a prebuilt binary with MicroPython) without any background knowledge on the differences.
