Clone NVS partition from device A to device B not working

I saved NVS partition from one device A (viewed it, seems good although didn't do a serious parsing by hand). I then wrote it to the same location on another device B. I was able to open that nvs on device B but couldn't find any values I saved on device A. Dumping the NVS partition from device B yields identical file with partition dumped from device A, using hex comparison. So I wonder why I can't simply dump the NVS partition and write it to a second device and make it work.
