ESP IDF WiFi tx power based on ESP RF test tool

Hi Guys,

So I recently got a device UL certified.
For the UL certification they used the ESP RF test tool.
The max tx power level we're allowed to set is 18 * 0.25 dBm attenuation.

Now the problem is that this is a attenuation from something. How do I configure this in ESP-IDF?
The method esp_wifi_set_max_tx_power sets just the max tx power.
There is also a CONFIG_ESP32_PHY_MAX_WIFI_TX_POWER.
This ranges from 10-20dBm. So is it as simple as doing 20-(18*0.25) which leaves me at 15dBm when floored?

We're using the esp32-wroom-32ue. The datasheet says that the transmitting characteristics for HT20 at MCS0 is 18dBm not 20.

I'm a bit confused at the moment about what the ESP RF test tool was sending out and how to configure this in ESP IDF.
Maybe someone knows.
