ESP32 WROVER stuck in boot loop

I got a new ESP32 WROVER from LCSC for my DIY breakout board, I was able to upload my sketch (hello world) but the ESP32 is now stuck in a boot loop (I am able to flash new sketches, they just don't work and I get the same results) , and it displays this message via the serial interface every 300ms

I created my board according to the devkit schematic. (with out the UART to USB converter as this is handled by a separate board)

What does your power supply look like? You need to be able to supply at least 500mA on the 3.3V line, otherwise you can get weirdness because of brown-outs.

How are you flashing the device?
I was getting this using the QIO method and it was solved by changing to DIO. (This is mentioned at the bottom on one of the documents I found on the web)

any input signals on IO14 (MTMS) ?

Some pins have special functions.
