Doesn't strike me as an error. The statement that it's max 15 characters is specific to this implementation. The statement that it's at least 15 char is generic to all implementations. I.e. there are probably other implementations of this code that allow more than 15 char. Basically it's saying that if you don't know otherwise, you can safely assume the max length of 15.
