This guide is outdated. Now esp32 toolchain is installed with arduino and you dont have to do anything more than installing new arduin-ide.
From time to time its good to update esp32 toolchain and stack and this require few steps, or just reinstall arduino.

Thanks for that update.
The latest Arduino IDE is 1.8.5 and is dated 10/07/2107.
I installed that version a few months ago.
but I would guess that you mean the Additional Boards Manager URLs: http://arduino.esp8266.com/stable/packa ... index.json

Yours is for esp8266, this one is for esp32:
https://github.com/espressif/arduino-es ... plate.json
When you update it on your system then you have to run get.exe and your arduino esp-idf will be updated.

Ah, yes.
I did not see esp32 in the Arduino Update library, now I know why.
I was using the outdated guide as that was the only way I could see to update the Espressif compiler.
If I understand you correctly, I would place the esp32 json link into the Arduino Preferences ->Additional Boards Manager
and that would update the arduino side of things.
But I would also have to run the GET.EXE to update the actual compiler.
Is this documented somewhere ?

If you dont have already installed toolchain in C:/Users/[YOUR_USER_NAME]/Documents/Arduino/hardware/espressif/esp32 then you can follow this instructions:
https://github.com/espressif/arduino-es ... windows.md
In this case (usually) [ARDUINO_SKETCHBOOK_DIR] = C:/Users/[YOUR_USER_NAME]/Documents/Arduino

Sketchbook Directory: Usually C:/Users/[YOUR_USER_NAME]/Documents/Arduino and is listed underneath the "Sketchbook location" in Arduino preferences.
