I've tried on 2 separate computers with the same issue. On one setup it worked initially, but I wanted a fresh install so uninstalled, deleted esp folders and tried to reinstall and I'm having the same zip file error on that setup too. I've tried both Github and Espressif servers when selecting download server through the ESP-IDF setup wizard on vscode. It seems to fail at the first stage when downloading "idf-git-2.39.2-win64.zip", it gets to about 80% or 90% and then says:

Could this be related to my internet connection? The initial successful install was done on a normal connection, whereas the failed ones are happening on a mobile hotspot connection. If so, is there a way around this?
