Limit WiFi Tx power to +8dBm from power up

Hi

Our product integrates an ESP32-WROVER-I and regulatory restrictions require that the max transmit power of the WiFi is limited to +8dBm from power up.

The following commit on esp-idf

limits the max WiFi Tx power to the range 10-20.5dBm (was 0-20.5dBm) and the new lower limit is preventing us from achieving a max power of 8dBm. Can you explain the reason behind this change? Is it possible to restrict the ESP32 to +8dBm from power up?
