ESP32 modules are quite cheap, so maybe the simplest solution would be to use 5 ESP32, each with it's own SIM900. They could interract via WiFi (or I2C, or SPI) with one of them acting as master ...

Sorry for the late reply. But i'm wondering whether thats the best solution to go for? Isn't that a waste of resources even though ESP32 modules are cheap?
How about flow control solution as @WiFive suggested? I can init individual GSM900 module when it's needed while managing a queue.
Also i'm not going to use pre built ESP32 modules in my project instead i'm going to design my own PCB with the ESP32 chip itself.
