custom esp32 wroom board does not appear in the device manager.

Hi,
I connected this circuit using esp32 wroom IC and ch340c USB to serial but it does not appear in the device manager the voltage regulator is around 1.3V, I changed the cable but nothing happened so, can you please help me solve this problem?

I think you have to troubleshoot your board part by part. Maybe your design is right but there has been a manufacturing error. Since you're saying that your board does not appear in the device manager, I think you should start by the checking USB to serial converter part. See if the USB to serial converter IC is really functional or not. Also, check with a multimeter if there had been an accidental short circuit in this part or any other part of the PCB. You can cross-check your design with this or other ESP32-WROOM-based PCBs too:
