ESP32-PICO -D4 TXD amplitude

Hi,
Got my first board with ESP32-PICO -D4, but it has problem connecting via CP2104. Hooked the scope and notice that transmit signal from ESP32 chip in idle is barely over 1V. I could see the traffic as response to RX input, but obvious that CP2104 can get it (logic high is much higher than 1V). I could also see amplitude going high to 3.3V when TXD out is tri stated. Any Idea what is wrong?

Could you send your schematic? And please make sure there is no soldering problem, maybe you could measure impedance of U0TXD?
And if you disconnect PICO with CP2104, if you could measure 3.3 V at U0XTD?
