What is loaded to the ESP32-MINI-1 Module

We have ordered the ESP32-MINI-1 Module (Not the development board, JUST the module)

* Does the module come with the AT Firmware Loaded?
* If not, does the module come with firmware loaded to allow me to use the flash_download_tool?
* If not, do I need to load something to the module using the JTAG interface?
