How do we listen to the changes of parameters that trigger an event

We are making a custom app off of the rainmaker apis. We want to update the app whenever the light parameters change by someone using the same app on the same light. With the rainmaker app it updates the other apps when a parameter changes.

In this repo https://github.com/espressif/esp-rainmaker-webhooks we see that a webhook is used when the parameter changes. It says that rainmaker supports this event: rmaker.event.node_params_changed. But we are having a hard time finding an api call that does that.
