ESP32 vs Raspberry pi for Wireless camera? Power consumption?

Hi,

I'm interested in making a wireless webcam on solar panels, therefore I am looking at the most low power solution. I think my best bet will be a ESP32 with ov2640 camera or a raspberry pi zero with pi camera.
For solar panel I will use a 5W 5V panel and this charger: https://www.dfrobot.com/product-1139.html
But i have one issue, I live in the Netherlands, and it can get quite cloudy for a long period here. Thus I want the device to use as less power ass possible.
Now I am wondering, how much will an ESP32 with camera use vs a Raspberry pi with camera. Both run on wifi, that's all that is needed, USB and HDMI on the PI may be disabled.
And then there is the thing, CAN the ESP32 stream a camera at all?(15FPS at least, 480P)

Also, does anyone have any other tips for me, or issues I might encounter, or maybe recommend any components?

I am not sure if the solar charger will be up to the task btw, maybe someone knows one with more current?(for less that $10)

The Raspberry pi use more power than the esp32, there is some example on the internet using camera with the esp32, so think it should be possibel :-)

A 5w solar panel on a cloudy day may only produce 2wh or less of power so if you can get power consumption down to 0.5w that would give you 4 hours of streaming time.
