FCC BLE Conducted Test (Peak Power Test)

Hi,
I am conducting a BLE transmission power test using an RF test toolkit and have encountered inconsistent results. I am using the ESP32S3-MINI-1 module, and the dBm values I obtained for low, mid, and high frequencies do not match the RF report provided by Espressif. Specifically, the power level decreases across frequencies:
Low frequency (2402 MHz): 7.8 dBm
Mid frequency (2440 MHz): 5.4 dBm
High frequency (2480 MHz): 4 dBm
The value at the low frequency is higher than those at the mid and high frequencies. Is this behavior normal or abnormal?
I have attached images showing how I set the values in the RF test toolkit, as well as the RF report from Espressif for reference.
Additionally, I would appreciate any guidance on properly setting up the RF test toolkit for a conducted test to measure BLE transmission power. Assistance in configuring the correct options for the test would be highly valued.
