ESP32 S2 MINI 2U FCC power table integration.

Hi, Community,
We have a query about the power table phy-init bin.
To validate the power limit table for different fcc attenuation, we set 1dBm power on channel 5 for supported data rates (11b 1M, 11G 54M, 11nMcs0 20MHz, and 11nMcs0 40MHz) in the fcc table and integrated it with our application firmware.
It somehow transmits with full power rather than the power we have set on channel 5.
Kindly find the attached example code for review purposes and let me know if you find any changes or improvements.
We can print the data that we change in the phy init bin power table, but we can't execute it. (Verified on the spectrum analyzer.)
Query:
The power table that we are implementing is not being reflected in our application firmware. Are we missing any steps here?
