ESP32 forbidden in Israel? !!!Urgent!!!

Hi
We're about to export a device to ISrael, wuth esp32UE as microcontroller, but the ministry of communication just said to us that DQPSK is fordidden in Israel, for military reasons, and tehrefore, we cannot export this microntroller there.
The DQPSK is the modulation tecniquue used in esp32 correct? thats on the datasheet.
How can this be?Is esp32 forbidden in Israel?
