I've been a lot of difficulty ti do my ESP-WROOM-32 work with LiPo battery. I tryed use some LDOs and now I'm using the HT7833 with a 220uF electrolytic capacitor in parallel with a 00nF ceramic capacitor But my ESP32 only blink forever and don't work. I'm using in my code the bluetooth and WiFi libraries too.
Some details:
The voltage in my esp32 stay between 3.2V and 3.5V using the HT7833 LDO.
I'm using the TP4056 to charge my LiPo battery.
I'm using the Arduino port framework to code for this ESP.

You're lacking a RC network on the EN input, if any. Check the Wroom datasheet; it has a schematic of a minimum viable peripheral setup.
