Possible game changer idea for esp32 cam board

Hello. I am new to these forums so please forgive me if I posted this indirectly in the forum
I have an idea for the esp32cam and. If it is feasible could be a. Game changer and possibly revol,utionary for the security of neighbourhood watch areas. It is a fact now that crooks and drug dealers can operate in areas of neighbourhoods and areas, and that they use vehicles to case a house or to trade drugs in an area. The last thing that they need is for their vechicle registration to be noted and stored on a data base for the authorities to analyse. My idea is to use a esp32 cam module as a Automatic Number Plate Recognition module (APNR) and possibly upload the number,time recognised and position (coordinates) or post code to a database covertly for anyone in authority to scrutinise or use AI. to spot criminal trends. As I am a newbie my question is APNR possible on a esp32(is it powerfull enough in your expert opinions), does the APNR code exist, and it so could(i guess) all the numbers be stored for say a week (on we card) and be uploaded to a database(forget about privacy. Concerns when criminals don't care about our privacy). Any clues on where to begin with example camera code?
