esp32-at guidance (dev board, volume ordering)

Hello. I have what will be a high volume solution that requires
1) the lowest cost esp32 Module that will run the rsp-at AT command firmware with a PCB antenna (likely ESP32-S2-WROOM or even ESP32-S2-MINI-1)
2) that the esp-at AT command firmware be preloaded so that our CM does not need to load any further firmware

Where might I please get guidance on
A) which specific modules are recommended, and
B) the very specific part number(s) that I can order that guarantees, when ordered, that the modules will be delivered with the AT command firmware preloaded by espressif?
C) where can I quickly obtain a development kit that has the AT software preloaded? I have wasted several hours trying to load it myself and I am frustrated beyond belief

Suggest you contact sales@espressif.com; they can do custom runs of modules with custom/user-specified firmware flashed.
