Factory reset GPIO pin has to have external pullup?

Just a very simple question: is an external pullup resistor required for a factory reset GPIO pin to work or not? I'm considering GPIO 21. Thanks.
Found my answer here. Except for 34-39 that don't have internal pullups, other pins will have internal pullups enabled.
