ESP32 NVS Configuration at Flash

Hi, is it possible while flashing a device to also flash on NVS data onto the NVS? Currenly every time I flash a device the NVS is being cleared. Instead I would like to add configuration data etc. Is there any too similar to "make partition_table-flash", where I can setup the key-value pairs for the NVS to be loaded on when flashed?

After a bit more digging I found the embedding binary data section in the docs where I was able to add all my data in as a json structured string. This seems to be the best solution I can find at the moment.
