problems with using ESP32 DOWNLOAD TOOL V3.6.5

Hi,
I am using ESP32 DOWNLOAD TOOL V3.6.5 in order to install my program .
first, i change the switches on the board to "install mode".
i change the crystal freq to 40M ,the spi speed to 40MHZ,the spi mode to QIO,the flash size to 32Mbit , then i click on the start button
and get "finish" on the start button and on the DETECTEDED INFO i get :

after that ,i select my bin file and select @0x10000 , then i click again on the start button and on the download icon i get "finish" and the green bar is full.
on the DETECTEDED INFO i get :

40 Mhz
then, i change the switches on the board to "work mode" and restart the power to the board.
now i expect to get the green led on my board to be "ON" but it isnt, it still off.
so , i cant get my program to be installed on my board . why is it ?
What is the reason for that ? ( i know that the program isnt installed beacuse that the led is off)
