ESP32 D requires router restart to connect to WiFi network

We have 2 boards with ESP modules which need to work together as part of same LAN to provide a solution. One board uses ESP Wroom 32 and other uses ESP Wroom 32 D with external antenna.
We are using same ESP IDF FreeRTOS IP stack for both the systems and the code to initialize and maintain WiFi connectivity is same on both boards. We frequently observe that the ESP32 D fails to connect to WiFi back once it loses connectivity due to a power outage or intermittent reboot etc., where as ESP Wroom 32 connects back successfully.
We have to finally restart the router for the ESP wroom 32 D to be able to successfully connect to WiFi and get an IP assigned. We have tried with 4-5 different routers and mobile hotspots to test the same. We have to restart the router finally.
Any ideas to find the root cause and resolve the issue are appreciated. Thanks.
