Your overview and the wish picture are good !
But the possible_CAN_ESP32-DEV image can't be possible I think because I must demodulate the signal which arrive on i1/i2

In summary :
Electric EDF counter have two terminals (I1 and I2) that allow external equipment to communicate with the counter.
The signal on terminals I1 / I2 is a signal modulated at 50kHz.
It is therefore necessary to demodulate this signal. After that we obtain a sequence of ASCII characters emitted at 1200 bits / s, 7 bits / characters, even parity, 1 stop bit. The GCE device make the "demodulation".
And a Domoticz plugin on the raspberry parse the output sequence.
I tried to put a raspberry pi with a Domoticz slave instance after the GCE device and it communicate with the master.
But I think it's overkill to do that and bulky.
I think your solution : sol1_USB_HOST_on_ESP32-DEV is the good one. But I've never do that, so i'll looking for your links with USB Host
