The Mini devkit is much cheaper than the "C" devkit but does not seem to have fewer features. It looks like the MINI has the S3 variant that has flash built-in.
What are the main differences?
What functionality is lost with the MINI?

Not much, I think. One thing is that because built-in flash is limited by the physical size of the flash chip we can stick onto the ESP32S3 die, the DevkitM presumably is limited in how much flash you can get it with. Because the Wroom modules use a separate flash package, you can theoretically get them in any size you want. For two given devboards with the same flash, it doesn't really matter.
