GPIO0, GPIO45 and GPIO46 are the bootstrapping pins.
Can we use the GPIO45 and GPIO46 pins as GPIOs when GPIO0 is left unconnected?

What chip is this on? Generally, you can use all bootstrap pins as GPIOs, you just need to make sure they're at the correct level at bootup/reset.
