ESP32-C3-MINI-1 module for BLE and WiFi

Hello,

I need to program the ESP32-C3-MINI-1 module to be used as BLE_Server (UART over BLE and with protocol similar to Nordic NUS) or as WiFi.
The choice whether BLE or WiFi will be made by the customer.
Which solution do you recommend ?
1) Program the "ESP32-C3-MINI-1" module to be able to use the "AT" commands ?
2) Is there a project to download and configure that includes BLE and WiFi that I can configure as I wish ?
3) What is the use of debugging through the JTAG port present in the "ESP32-C3-MINI-1" module compared to debugging through the USB port ?
4) Why on the example diagrams with "ESP32-C3-MINI-1" are both the JTAG port and the USB port provided ?
