A fatal error occurred: Failed to connect to ESP32: Timed out waiting for packet header

I am getting the same problem.
I have put the esp32 wrover module on my PCB.
I am trying to upload the code that worked on my dev kit using a usb to serial converter. (with a res divider to get to 3v3)
I added buttons to tie Program and Enable to ground
I have tried pressing EN down then program then letting go of en then Program then running make flash.
I have tried holding en down during the entire duration of make flash.
I added a 10uF cap between en and ground.
I have kinda run out of ideas. I am getting a solid 5V on the serial line and 3v3 on my board.

I had a consumer (relay module) connected to the 3V3 module; disconnected it and then it worked.
