I'm looking at the datasheet for this Dev Kit, are all of the pins shown in color of the Hardware Reference made available to the user?
GPIO18-21 appear to be the SPI pins I need for a display.
Also is the C6 Dev Kit like this the most popular/readily available? I don't want to start my design with a module that's hard to come by.

Yes, all those GPIOs should be generally available (but watch out for any bootstrap pins). Note that unless you need the absolute maximum speed out of your SPI bus, you can generally re-route the SPI signals to use any GPIO, not just the ones indicated in the diagram.
On the devkit availability: we don't make any promises wrt that as it's intended as a devkit, not as a component of a final project, and as such we could potentially change design features or discontinue the product whenever it makes sense. If that is not what you want, I'd suggest looking into modules like the ESP32-C6-WROOM-1, where we take continuity a lot more serious. That being said, looking at the history of the DevkitC boards of other variations of the ESP32 that have been on the market for longer, I don't think we have discontinued any of them yet, availability is generally good, and aside from upgrading chip ECO versions we don't generally mess with the design.
