make flash works, ESP32 Flash download tool doesn't

Gang,
I've been developing with the ESP32 (using a DevKit C) for some time with no problem. Code compiles, gets uploaded to flash (via "make flash" properly, and everything works fine.
When I try to upload the .bin files via the ESP32 Download Tool, it is unable to open the COM port. I'm using Windows, and using COM3. This is the same com-port that is used during the "make flash" process. I have verified that the appropriate Silicon Labs CP210 driver is loaded. (Again, flash download works fine via "make flash").
Anyone have any suggestions?
