Zigbee TX, RX pair : Connects using dev kit, no connection with custom pcbs

Hello. I have a TX, RX pair of custom PCBs using ESP32c6. The intention is to send measurements from TX PCB to RX PCB via Zigbee. I'm able to connect and send using some dev kits and same code (with some changes for hardware IO differences).

Here are my results:
Dev kit TX -> dev kit RX : Works!
Dev kit TX -> Custom RX : Works!
Custom TX -> dev kit RX : Doesn’t work (no connection)
Custom TX -> Custom RX : Doesn’t work (no connection)

Does zigbee on this module use timers or IO or other resources that my custom board is using for other purposes?

For code, I'm using the example esp_HA_customized_switch and esp_HA_customized_light. The custom boards are right next to each other and design guides were used in the layout to make sure there are no ground planes under the antenna, etc. Thanks for any direction you may be able to provide.
