Bluetooth between 2 ESP32s

I would like to have 2 ESP32s permanently paired over BLE. One will be on full time, while the other will be in deep sleep, waking periodically to transmit a few bytes.
Are there any simple examples for a pre-paired connection that can establish quickly following a wake from deep sleep and transmit a “hello world”, or should I implement the whole GAP/GATT stack as per the idf examples?
A side question, which uses less power, BLE or LoRa? I know thats a loaded question, just looking for some opinions.
