Cannot get wifi_prov_mgr to work with BLE. It worked once and then never again :-(

I am new to the IDF but have spent the last 4 days trying to get this one sample "wifi_prog_mgr" working.

On my first build I was able to connect to the board with BLE and get a list of WiFi SSID's but I screwed up the password for the board so the provisioning failed. Then I realized that the board remembers the bad settings until I change a setting in the configuration. So I was able to clear that and have the board waiting for reprovisioning again, but it still fails to connect with Bluetooth.

What I have tried.

Different versions of Bluetooth. Nimble, Bluedroid. Neither work.
SoftAP using WiFi to provision. This works.

Building with command line tools or with Eclipse IDE. Neither work with BLE provisioning.

Reinstalling the esp idf. I am using version 5. Never got it to work. I am wondering if my first attempt worked with version 4.x?

Has anybody got this demo to work with the latest toolchain?
Any other suggestions?
