Installer of ESP-IDF tools fails with exit code 101

Hello everyone, sorry if this is not the correct category to post in, it's my first post here.
I'm trying to use the installer for the tools needed for the ESP32, however, I get the error message "Installation has failed with exit code 101". From what I see on the screen (attached picture), it seems like there's a connection error "No connection could be made because the target machine actively refused it".
I don't know what could be the problem, did someone have a similar experience?
OS: Windows 10
ESP-IDF version: 2.11
I'm using a company PC so maybe there could be problems with permissions? In any case, I need to know why the installation is failing before asking for particular permissions.
