mbedtls_ssl_handshake returns 0x2700 in China

We have a IoT project using AZure.
The product is working no problem in EU and US/Canada.
But when we test it in China, we got 0x2700 error from mbedtls_ssl_handshake.
What do we need to do to be able to use SSL connection in China.
Do we need new CA certificate from Chinese government or they need to be registered somehow.
