[Question]: What is the "offset" parameter in the new BLE APIs?

In the latest client BLE APIs there is a new parameter found on some of the APIs called "offset". See for example:

esp_ble_gattc_get_all_char
esp_ble_gattc_get_all_descr

It isn't clear what this parameter means nor how it should be used. This question asks for additional clarification.
