Cannot program using Flash download tool.

I am using the ESP32-WROOM S3 development board. I have extra capacitance on the power supply. I have tried 3 different USB cables (all short). I have tried 3 different computers. The serial port is correct.
When I try to program the part, it always fails in the same way.

The swquence is ;

case ok

It always fails exactly at the same point. What can I do to get the chip to program???

When you say you have "extra capacitance on the power supply" exactly what do you mean?

If you're programming over USB, the USB can provide power, and if this is a development board, then it is what it is, unless you've modified it.

I have added 2200uF directly across the 5V pins. It is powered by the (short, heavy) USB cable.

If you're using Windows, does the COM port for the ESP32 show up in the device manager?
