IDF V5.0 Offline Installer needs to be Online? (IDFGH-8998)

Hi, I am attempting to update my current Eclipse V4.4 IDF development environment that I have been using for over a year as I have a bug in the WIFI library which may have been resolved in V5.0.

My development system is offline so I used the V5.0 offline installer which failed after ~90% of the installation had completed.

I have repeated the installation on an online machine with the network connection un plugged and it fails in exactly the same way.
If the network connection is restored then the installation succeeds.

I have attached the log so you can see that the installer does not cope when it can't download xtensa-esp-elf-gdb-11.2_20220823-x86_64-w64-mingw32.zip from git hub.

This isn't looking very off-line to me?

Also I think the Eclipse plug-in may be having a similar problem too.
