Help about spurious emissions exceeding CE limits

Hi,
we are currently testing a board based on an ESP32-pico module (on-module pcb antenna) in an accredited lab for CE certification.
Our board is very simple, it only has a CAN transceiver a DCDC buck converter and the ESP32-Pico module.
It is a 4 layers board with solid GND and PWR and apertures just below the antenna.
While the board passes general EMC tests it fails during BLE RF testing with spurious emission for both transmitter and receiver mostly in the region of 100/150Mhz.
It was really surprising I'm not sure if it fails because of something wrong in the layout or in firmware.
Confronting with the FW guy it seems that he set full RF power and this could be the origin of the problem maybe, what do you guys think about it?
If we need to lower the RF power for EU area (CE) do you know at which limit should we set it? (consider that the antenna we are using is the original pcb antenna present on the module).
