ESP-WROOM-02D/U

Has anyone had problems with flashing the binary files to the ESP-WROOM-02D/U using the "flash download tool v3.9.2" I have tried using the NONOS SDK binary files as well as the ESP8266 IDF binary file. I am using a 232 TTL converter to flash the program from PC to the module. The download tool states that the download was finished and in the download terminal states "is stub and send flash finish" at this point i remove IO0 from ground to have it floating. I then open up tera term and reset the module. It some cases I get a bunch of repeating gibberish in the window and in some cases just a few lines of gibberish. When I try to type an "AT" command. such as AT+GMR I get no response from the module. Any help would be appreciated. Thank you
