3.3v pin outputs 5 volts and board is not responding - is it dead?

And I am not able to upload anything or read from the serial monitor.

I have no pins connected, but up on checking the voltage coming from the 3.3v pin I noticed it was almost 5 volts. Like 4.98.
When I short the ground and 3.3v pin, it goes back to 3.5 volts, but is still unresponsive. A chip on the board also gets really hot, so hot that when I accidentally touched it, I burned my finger.

Does this mean my board is dead?

Hm, sounds like the LDO on that board is shorted or defect... you can see if you can find what's wrong and recover it and perhaps the ESP32 still works, or you can just ping the people you bought it from for warranty.
