ESP stuck in bootloader / flashing over JTAG not possible

I have a custom board with an integrated WROOM-32U module. When attempting to flash over JTAG, I always get a time out. The reason is, that TDO always stays high.
I already checked schematic several times, power supply is stable, strapping pins are set correctly.
Any ideas on how I could resolve this issue?
