My model is ESP32C3N4;
1-Can we debug with USB and program with USB?
2-Can I use GPIO9 pin and CHIP_En pin as output? If I can, how should the wiring diagram be?
3- If we can't use the SPIQ, SPID, SPICLK, SPICS0, SPIWP, SPIHD terminals, why does it say 22 pin GPIO in the specifications? Is there no way we can use it?

Yes.
CHIP_EN always is a reset input and cannot be reconfigured. GPIO9 needs to be the correct value on startup, but can be anything afterwards. (You would e.g. use a pullup to set the correct boot-up value and configure it as an output once your app started up)2-Can I use GPIO9 pin and CHIP_En pin as output?
