so it should be a 3.3v not a 5v , also i may put resistor value too large? but i dnt think it will totally shut down the CP2102

cp2102n should connect to VDD is it? should not connect to VBUS? maybe thats why my board not working?

I only put power on VBUS but i didnt put for VDD....
My mistake ...
Now it shows on device manager , but still cannot load firmware, should be some other problem

I'm not sure what exactly you did next but you should know the CP2102N has two power modes. Bus powered is where VBUS is attached to VREGIN like you have. In this case VDD become a 3.3 volt OUTPUT and should not also have VBUS connected to it. My prior suggestion was connecting RSTb to VDD
