With 3rd party boards, we can't really say what the issue is as we don't have access to the schematics and PCB designs, but in general the issue tends to be that the ESP32 EN is rising slower than whatever voltage is on GPIO0. If you have anything attached to GPIO0, try detaching it. If that does not work, add more capacitance between EN and ground (e.g. 10uF). If that does not work and GPIO0 is otherwise unused in your design, tie it to 3v3V if you're not programming the chip.
